At the very VERY best their benefit is outweighed by how less likely circumsised men are to use condoms, and even then the claims that they decrease the risk of transferring STIs is dubious. A much better way of stopping the spread of STIs is condoms.

I heard mixed results whether circumcision reduces risk of transmitting STDs. To me it seems like it does, but because it reduces sensation, circumcised men are less willing to use condoms, so intact men are actually less likely to spread STDs.

I have my doubts. They aren't always reversible, and at 18 the brain isn't finished maturing, so there is a considerable risk of regret, but people are apparently mature enough at that age to decide that they want to be parents forever, so maybe 18 y/os should be allowed to get vasectomies anyway.
