Your examples involve a predator who is actively doing harm in a specific area, with the assumption of a return to normalcy after they are apprehended. London police just said women shouldn’t go out after dark if they want to remain safe in general. Women are routinely told about the things they need to do to protect themselves from men. In response to a woman being killed, police suggested that women should stay inside the home after dark. This male curfew was suggested specifically to illicit the type of response that it is.
