There are plenty of people in Chicago who don't get a car because it is an inconvenience (parking, tickets, traffic). I frequent a bar in a nicer part of town and have met plenty of them. Ubers (especially the nicer ones that are practically a limo) are very popular in Chicago. Sure, the richest almost all have cars. But there are a lot of people considered "rich" that uber or cab everywhere.

Sure, they most definitely can. But when you try and change the definition of gender in science or government is where I draw the line. Exactly. There is no need to make any new categories. We are male and female for a reason - to reproduce. If someone is incapable of that, or has an abnormality, then identify as whatever you want. But don't push a brand new gender onto everyone else and act like it is a normal thing. If someone tells me they want to identify as a different gender from male or female, they may identify as a snowflake for all I care.

The "construct" of gender is that there are two. I recognize that there are two and that they tend towards different things. I also recognize that gender is directly tied to sex and genetics. There are two. Male. Female. There will always be outliers who participate in what would be seen as the opposite sex's preference. That does not make them the opposite gender.

They give them whichever one they want. Boom. Problem solved. Chances are they don't identify as both/ their genetics wired them as a male or female (because that's what it does). Biology is imperfect and sometimes there are mistakes. That doesn't make it a new sex, it makes it an abnormality that is a mistake. They can identify however they want, their genes tell us what sex they are.
