Well, yes and no. Different countries have different quality soldier readyness. For example on average US infantry is inferior to Candian infantry, but that does not mean they do badly in a war. These standards are created to push maximum effect out of people in the army so you could do the most war with least loss. So given that before it was put squarely on men those standards are based on gender.
