Firstly you shouldn't really be approaching anybody you see in public doing something unless you're sure whatever you have to say will improve their mood or add to their day in a polite and positive way. For example, It's fine to give a compliment but going out of your way to insist said person should go out with you for coffee or something without being prompted is weird.
