Which means not having mandates doesn’t guarantee no one wears a mask. And, masks don’t protect the wearer they protect people around them. So basically, if even 10% of the population refuses to wear a mask, then 100% of the population remains at only slightly reduced risk. Similar to anti Vaxers, small levels of noncompliance can create outbreaks for the wider community.
