Yes, it is. She's a college student. No college student is that busy that they don't any time for any social interactions for 7 months, unless maybe if they work 2 jobs on top of it and have a child to take care of, which OP didn't mention. If she was interested in him, she would have found some time, limited as it was. Obviously, she wasn't that interested, which is fine, but let's be real now. It's kind of like when people say they are too busy to lose weight... No you are not, it's just an ex…

So, I was in the u-bahn (subway) in Berlin and was standing close to an average looking girl. I had direct line of sight to her phone and saw she was on Tinder. In the 5-10 minutes I was there she did nothing else but swipe left on everyone. Out of the 200 or so people that appeared, she didn't swipe right on a single person. Not even one. I was impressed. So, yeah, I am not a fan of Tinder.
