Actually no. http://en.wikipedia.org/wiki/Military_service#Countries_with_mandatory_military_service Pretty much men only. Even then men are forced to complete the community service, which women would also be capable of doing. Alternative service is also twice as long where I live.

It's even worse when your country has a mandatory military service for all men over 18. Women get basically 1-2 years headstart in universities while you are being trained to become a killer against your will for the country.

When you really think about a kick in the groin being a form of comedy or 'justice' it's completely absurd. Kick to the mans exterior reproductive organs, testicles does not only produce a great amount of pain and discomfort but can also cause sterility. If women had the equivalents of testicles, causing a physical harm to them would surely be considered a heinous crime.

Unless she is emphasizing the "woman" part, I don't think it's misandrist. Even a man could use the word "man" when talking of himself in the 3rd person. "We need a strong man to get things done" isn't misogynistic since the speaker is obviously refering to himself, not to a crowd of volunteers.

If I cared enough, I would probably be offended that Two and half men portray the three main characters as a drunk who abuses drugs, a creepy loser and as a intellectually disabled 16-year-old. This is a show with one of the highest ratings, yet I have never heard anyone complain about men always being the butt of the joke.
