Yes, all adults involved should get a reaction, both violent parents and adults that have children with kids. The kids that become parents are never to blame, of course, but the adults are.

Kids usually feel guilt when punished, even if it is purely their parents wrongdoing. How did you get rid of guilt that isn't yours? And what is your plan for stopping the circle of violence if you ever have kids yourself? People usually behave like their parents unless they have decided, on a deep level, to do things differently, I believe. Your parents sounds like bad people, but the unpredictabilty of your mother sounds like the worst.
