Okay, so maybe the issue was that I wasn't making my intentions known from the start? I kind of just made small talk or pointed out a feature about them/their outfit, but I never really conveyed my interest. Could that be an issue? If so, how do I convey interest without weirding them out?

Any tips on spotting or "forcing" IoIs? Whenever I look at girls they tend to look away immediately with a neutral look on their face. I don't think the heeled shoes thing applies to me since I'm fairly tall (6'), I've got that going for me which is nice.
