It wouldn't be a full scale nuclear war. North Korea's sole delivery mechanism for the kind of nukes they have is still bomber aircraft. This threatens South Korea and China only so long as neither China nor the US establish air superiority, but no one else. Attempting to trigger the draft would see widespread unrest across the political spectrum, which would cause Congress to balk. The stastical differences in the US are currently heavily influenced by immigration when it comes to the Asian demographics. A move to another country is a fairly costly affair, and it is often difficult for the poorer groups to make such a move. So immigrants in any country that are not there as refugees are likely to skew smart/motivated. Yes, there are certainly things we could learn from them, and them from us.
