He might reject all people that don’t have a college degree or anyone who has less than 5 years experience. In doing so he may turn alway some potentially great employees, I worked for a company where HR told me part of the process is literally randomness. As in from 1,000; they will filter out those without degrees; but also then pick only 100 of those with degrees from the pool of 1000.
