The number I had is a bit outdated but it was true as recently as 2010. I'm trying to find a more recent number from a credible source. https://www.census.gov/newsroom/releases/archives/children/cb12-109.html And it's perfectly relevant. The courts don't care about wasting time and money tracking how child support is spent because they know for the majority of single parents it's a financial impossiblity not to spend the entire child support check on the kid every month.

Where is that? Where I'm from I have anecdotal experience where both parties were required to submit a copy of their income taxes to each other once every 4 years through their lawyers. That was part of an agreement that both signed. Then neither of them kept up on it and they just kept the amount that had always been paid without contesting it.
