Because they incredibly uncommon in the industry. Developers are by large very awkward and neurotic people, really being successful in the industry at this point in its life cycle requires a very specific and manic personality and businesses are more than happy to cater to whatever accommodations you ask within reason because knowledge of computer science is a highly valuable skill set.
