To make an average you need the entire population (or a large enough sample with a margin of error). You can't average the IQ of countries to get the IQ of the black population. For example, there are more blacks in the US than any African country except ~8 of them. You need to weigh each proportion if you want to conclude anything based on that kind of data. Do you have data on the average IQ of blacks? Country averages don't work because there's a mix of races in every country. Also, please define black compared to other races. Also, if it's a fact that black americans are the smartest blacks in the world is a strong argument in favor of IQ being a function of socio-economical environment. Africans? Where do you take that they don't represent Africans? There are more black people in Europe, Asia or South America than in the U.S. Also, where do you draw the line between brown and black? Because there's a lot more brown (even dark brown) people than actually black people... The only fact that your graph shows is that the average IQ in Africa is lower than other continents. Which is 100% expected when looking at the poorest countries in the world.

That distribution between white and black can't be factual. It shows there's 5-8 times more whites than blacks. The fact is that it's the other way around. On the other hand, another fact is that the title doesn't mention the population being plotted.
