This reminds me of a story my dad told me about working on a construction site; Hot young lady in a miniskirt walks by the site my dad was on and of course the crew started catcalling her. Much to everyone's surprise the young lady responded to the catcalling by turning to face the men and lifting her skirt to expose her panties. The crew went wild. Losing a child, even once, can be considered negligence. All it takes is one time losing track of your child and their lives could quickly come to an end. Just because it only happened once doesn't make him less negligent. You are correct in calling it what it is.

He was "increasingly agitated" because he realized that, not only is he a shitty father who almost lost his child due to his negligence, he's also a complete piece of garbage that assaulted the one person trying to help him without asking any questions.
