As my comment points out, laws of general applicability don't carry the same censorship concerns as those targeted at groups. Let me put this to you. A crime like this is--by its nature--very difficult to detect. So let's say that standard is one year in jail per false claim, and 10% of people who make such claims are caught. That would mean that the real cost of claim like this is 365 X .10, or 36.5 days in prison. There is a strong argument that it is worth having more severe punishments when crimes are significantly more difficult to detect in order to maintain sufficient deterrence value.

I would honestly say that it is in some ways very analogous--and perhaps even worse. OK, yes--there is a horrific physical component to rape that is lacking here. But probably the two of the worst aspects of being raped are the severe powerlessness and the perceived social stigma. Well, to be fair the registry is kind of stupid and draconian. But if we're accepting the premise that it is an ok form of punishment, it might make sense to have false rape claimers on the list.
