I feel like you're in your own head. I mean no one ever sat down and gave me lessons, not saying I'm good at getting women. I think it boils down to just people skills, attractiveness, or otherwise being desirable.

I'd say this is a concept that some people go by and not so much others. Put it like this; if I'm a hot guy/gal and someone I don't find attractive hits on me and I turn them down is that a league? If I can get really hot partners why would I go for one that's less hot? On the other hand, some people value personally and conversational flow much more than beauty. Activities. Play darts, pool, rock climb.. idk pick something. Other people tend to do things. Find those things and do them with other people. You get friends by repeated, unscheduled interactions.

Did you miss the chapter about reading body language? Clearly, she meant what she said. She wasn't ready to move that fast. If she liked you before, doesn't seem like she would still like you. I understand the idea of a "shit test" but sometimes people actually mean what they say.
