It's not a matter of the subconscious "wanting" to be harmed, it's a matter of the subconscious believing the victim deserves to be harmed. Victims of domestic violence have repeated violent relationships not, as a top comment suggests, because they're awful people who truly deserve to be hit, but because they believe, based on early childhood trauma, childhood abuse/neglect, etc, that they're bad people who deserve to be hit. I suspect many people upset about this have never ridden an NYC subway. Survivor guilt is exceedingly common in situations like this, and yes, as time goes on, many of those women will wish they had been killed instead of "spared" to carry around the horror of that day. Instead of just attacking the policy, which is discriminatory, why not focus on fixing the underlying culture that creates these policies? When we stop allowing religions to create laws, stop perpetuating the cultures that say female sexuality must be hidden and protected from men, we won't have such policies anymore.
