The law also pertains to pedestrians. There is also a correct way to walk on a road. Beaverton, Oregon enforces this law... and I still break it whenever its convenient. My overall argument is that I'd rather see traffic moving over the speed of 25 mph headed towards me than not be seen at all and get ran over or hit. I still sleep at night.
