It totally depends on the girl and your conversation. She's laughing and making lots of eye contact? Sure go for it. Her eyes are darting around the room and she gives you short answers? Probably not. If the conversation advances quickly then you're probably in the green for asking. It all depends on the girl and signals of interest.

Ok you want to get their number because ultimately it makes things easier. In my opinion you will come off a bit creepy to girls if you ask them in a date straight away. This may not apply to all girls though(does anything?) . Also establishing a connection past the small and probably menial conversation you had with her re assures her that you are interested in seeing her again, in some form. It really depends on the girl, if she's adding her tongue and not pulling back then go for the make out sesh, if all you can get is a peck on the lips take it. Don't be desperate for a kiss just try to follow her lead. When you're in the moment just try not to stress out and overthink go with the flow and enjoy it.

Honestly it's all about the girl you're with and the signs she's giving off. If she's looking at your face and your lips a lot you are good to go. If she tries to avoid you when you get close to her don't do it. Be smart and if you mis interpret her signs and she says no or stops you, it just shows her how much confidence you have. But if she's showing a lot of negative signs don't do it. As a general rule the second or third date is the latest I like to leave it.
