Pretty sure there was a bit of hyperbole in "a hundred boys". Also, the only link to any of what you said is a Wikipedia link. Not saying you're wrong, but you need better sources for it to be believable. Secondary sex characteristics are those formed during puberty. Also, these characteristics are not the only thing that makes pedophilia/statutory rape wrong.

Every dictionary and every definition I've found refers to either just the word "children" or "prepubescent children". The law uses the latter. Either way, it's vague as to what is beyond pedophelia and what lies within it, so most cases are judged based on a person to person basis. Either way, adolescents are still mentally and emotionally children, just with biologically adult bodies, so it's statuatory rape either way.
