The moment minors are involved in a sexual relationship, the courts do not recognise consent, as consent can only be given by a citizen above the age of 18. Thus, even if the sexual contact was completely mutual, even if they had witnesses testifying for the same, it'll still be inadmissible in court as minors don't have the right to give consent.
