There are a few ways this could happen. We had cell phones in the prison I worked in. Employees smuggled them in and either sold or have them to inmates. This was in the US prison system, so I’m not totally sure what restrictions they have where he is. He could also be sending messages out by mail or phone, or in person.

You can do genetic testing without a paternity test. They don’t even have to be born yet for that.
