Alabama bill would make false rape allegations a crime" Key words in the bill - 'whose allegations are proven to be false.' In other words, there has to be proof that the false accuser was lying. It seems clear cut, my only concern would be that it might be misapplied as 'if there's not proof of the rape, there's proof of a false allegation.'
