For argument's sake, let us assume there was a damaging incident. It still does not give the authority theright to punish all boys for it. They should try to find out who exactly the perpetrators are and take action accordingly.

I don't really think you are from India or atleast have right information. In India, women have held the highest nominal power(President,Pratibha Devsingh Patil) as well as the highest political power(PM Indira Gandhi), not to mention that eonen have been other positions of respect/power for decades.
