I meant be consistent in a full relationship then discuss ur issues, it's kinda tough bro, i suggest u just start being more flirty in a sexual way, by now i feel honestly it's hard to get her interested after she said that to u (even though most women in western countries don't stick to their word when they say that), just try as much as u can to make it about sex not love, cuz love is something woman intiate not men, sex is what men intiate so focus on that.

Don't be vulnerable, don't tell her how feel, try to have sex with her, in the roughest way u can, if u managed to do that, she will beg u to be with her, believe me, i have been through the same thing, the more u talk about ur feelings, the more she feels u r her younger brother, u can say whatever u want after, but for now u have to make it physical. I know women complain about men wanting nothing but sex, but in the end, they sleep with the same guys who make it very obvious.
