These search indexing/sharding results are most likely features of the engine's index prioritization than direct intervention to weight certain searches. It sees {Country} {government} {noun} {plural adjective}. Earlier words in the sentence narrow down the scope, so with enough hits on UK and "government", it'll focus on the last two. Even though most gyms will help with nutrition education and a food program, it's not the gym's job to give nutrition education...it's the schools and parent's jobs. However, maybe having a greater prevalence of gyms in a community would help spark better eating. Sure, that's true. That's also not really the point. Preventive medicine is so prevalent because it saves money in the long run. Why pay for libraries? Free access to fitness centers is just as much a human right as free access to learning centers, IMO.
