The equivalent to the most prevalent MGM, which is cutting off the foreskin of the penis, would be, surprise, cutting off the foreskin of the clitoris. There are even less severe variants like a cut or even a pinprick that don't remove any tissue and result in as low as a single drop of blood. But all that is illegal when it's done to little girls. Well, here in Germany we have Article 2 of the Grundgesetz. It wasn't a temorary ban. It was a ruling that MGM is illegal, based on a law that has been unchanged since I don't know how many years, but probably multiple decades. So MGM has, de facto and de jure, been illegally practiced since probably the first time that a jew or muslim or whatever hallucinating baby-torturer ever set a foot in the BRD. Also abortion is legal (218a Abs. 1 StGB), while men don't have a way to escape an unwanted serve after it begun.
