The proposed decrease in cost and deficit. As you said, it hasn’t been long enough to actually have any conclusive evidence. The statistic you're trying to quote is that the likely hood of transmitting HIV is a 1:900 ratio of transmitting infection to sexual acts performed. The trials, as ineffective as they have shown to have been, were performed on fully grown men who volunteered for the procedure. Plus, I don't know many babies that have sex, so the baby aspect is moot anyway.

Well, most skin on the human body has around 1300 nerve endings per square inch. The foreskin is about 15 square inches, and most of the nevre endings there are specialized pleasure-receptive sensors.
