I personally am having a hard time approaching women because I somehow feel like it's frowned upon to approach women in public with any sort of attraction intent. This is, of course, wrong (especially on a college campus), and I used to be much better about it. I've just relapsed a bit, and I'm working on getting past that again.

I have the same deal in lots of areas of my life. It really just depends on the person, and how much sleep you're acclimated to. For me, when I don't get enough sleep, I'm less confident and outgoing, as well as being slower and less witty. A coffee can fix this temporarily with mixed success, but of course, the only real cure is to sleep more.

Go up to her and touch her waist/shoulder. When she looks towards you, acknowledge her (usually with a smile) and she should smile or nod if she's interested. Move behind her and start grinding unless she rejects you by moving away/taking your hand off her. That's the slightly more polite way. You can also just go and start grinding; from my experience at college parties, girls are generally cool with that (but be ready for a somewhat higher rate of rejection).
