A lot of words don't exactly match up one-for-one, and some phrases mean something completely separate from what they should given a literal interpretation of the words involved (idioms) And there is absolutely no source in this story at all. I can't read the story, but I suspect that the initial trial happened during the Obama administration. He had a lot of directives designed to increase convictions, which lead to a lot of overturned convictions down the line, because the courts aren't actually allowed to take his directives into account, but many did.
