You just need to get out of your head and go for it. The worst thing that can happen is you get rejected, and your inner game should teach you that it's alright and you can either keep being a charming dude with this girl and try again later, or move on to the next one. And I would attribute that delay to a lack of confidence. Confidence is something you can't teach, but fortunately it is something you can gain. And it just comes from self improvement.
