Yes. What do you think "not allowed" actually means? She and her dog where in a protected area of the park where it was specifically prohibited to allow dogs off leash in order to protect both plantings and wildlife. Birders in the park have learned that dog owners don’t like it when people offer their dogs treats and so they do it to cause the owners to leash their dogs. The video was not cropped it simply was when he began the video due to her escalation.
