Unfair. But it’s not purely of hate. Basically Russian back in the USSR had some habit to switch local population with Russian, to keep an anchor. This is why Ukraine is partially Russophon today. Well in Estonia it’s the same but worse, Russian are almost a majority there. And Estonia has no way to know if the one fleeing are refugee, or men sent by Russian government to light up pro Russia movement
