I don't know if that is what one really means by that comment. Rather, I interpret it to mean that a traditionally-promiscuous woman cannot transition into a traditionally-acceptable mother in any honest way. You seem to lack experience in how sexual energy culminates and is managed in a less economically-developed societies. Your consideration of the effects of socialization on behavior ignores the socio-ecological realities of life in a community defined and bound together by scarcity. Why do I assume your inexperience?
