Well, yes you did specify. When you say "percent" you mean "percent." This deals with ratios. When you compare two percentages via addition or subtraction, you mean "percentage points." I had a discussion recently about this statistic. As it's sometimes presented it may be wrong, but the original claim is "1 in 5 women will be raped at some point during their lifetime." I honestly think this is the best suggestion here. All the comments above you right now are suggesting taking offensive action against some critical threat.
