The problem is that you are postulating something that can never be proven either way. How can either of us claim to know what lawmakers were thinking when they introduced this restriction? What is the purpose of having this debate? I suspect that you prefer this to more concrete lines of discussion because it is an easy way for you to demonize the city officials, thereby allowing you to undermine the law itself without saying anything of substance.
