I think you're over thinking it. We wear outfits because we feel like it. Most of the times when I put in extra effort to look hot it's because I want to look better than my friends and has nothing to do with wanting male attention. So I'd say it's more likely that women dress for other women and it's not a sign that they want attention from you.
