The main goal is to keep the girl entertained in a way that she feels she always has a good time with you. So my advice would be to ask her number with a reason of taking her out to do a "common interest activity"... In the near future. For first hangouts, always do an engaging activity because you are experiencing something together and will have something to remember and talk about in the future. (never(avoid if you can) one on one coffee or movies)

To be fair, I personally say yes and talk to the guys to have a break from studying. id appreciate some some chit chat at first ( don't tell me I'm pretty), talk about current trends, TV shows or even about your own hobbies. That is interesting to me. I like to learn about people too and know that each person has a story to tell. When I was at the library at my school, I was approached by several guys on different occasions and they opened with "I'm practicing talking to girla/people. Do you have a minute to talk?" Makes me not want to talk to you at all. And like any other girl, we don't like to be used...

Turn the conversation in the way it makes him think about the last time you guys had talked. Keep close, try to step into his personal space. If they step back, keep your distance. Try to touch their arm or shoulders when you talk. Practicing a lingering look when they talk to you. When they ask you what's up, smile your best seductive smile and say nothing. (or compliment them) At least this is what I know...
