Article says that there's this scenarios that is theoretically possible, but due to a bunch of listed reasons it won't happen. OP either used a shitty translation or decided to skip over some of the parts on purpose. Source? I'm ukrainian and I can actually read.

As a 20 yo ukrainian thank fucking god I didn't get kicked out of uni over principal being an illiterate moron. Edit: Just read the article. It says that while they could try and do that, it is so incredibly unlikely. It'd require them to rewrite the constitution which is not something you do during a war time.
