This is common in India as well - in fact it is legally sanctioned that if a man refuses to marry he can be charged with rape. The reason for such laws is a coterie of western backed feminist NGOs that frame these laws in India and the politicians who think that the chances of them getting entrapped by such laws are close to nil so they pass these laws in parliament. There are no gender neutral laws in India.
