I say this as someone who has absolutely no clue about the logistics of such a change, but would it really be that difficult to update the SAR each time an offender changes their name? Perhaps a law could be put in place that would require everyone within a certain radius of the individual to be made aware of the name change. This would deter offenders from changing their names due to the additional attention, but still give them the ability to change their names.

I know you're not saying all Japanese work culture because I agree that the majority is still very toxic, but after taking this MBA course on leadership, I learned that many of their workplaces are making innovations to help mental health. Free therapy sessions, nap pods for people who need sleep, etc. Sleep is so key to mental health, emotional intelligence, and cognitive functioning.
