You're literally wrong. Acting in a way reasonably assured to cause panic or violence is a crime called incitement. Dressing as a threat is such an action. Just like wearing a mask into a bank. You know what people will assume and how they may react. That willingness to incite panic and/or violence makes the crime. There is good reason to believe that those ruled minors, especially children, lack the capacity for meaningfully informed consent far more often than they possess it. Laws are written for the majority of circumstances rather than the outliers (atypically mature individuals for example). Therefore age of consent laws. Animals generally adore me. Even wildlife is so atypically chill with me that it's nuts. Everyone whose domesticated animals I fawn over seems to love it. I just walk up and grab their faces (the dog's I mean) and start petting/making friendly talk which always seems to work out well. Especially people with big dogs and stereotypically "dangerous" breeds who're always steered clear of. No-one treats me like a weirdo, which is odd because I totally am a weirdo.
