The third one is the point. Most of these women shouldn’t be having kids in the first place. If it’s not two people who aren’t into each other, who both agree they want kids and can financially can support them they shouldn’t have kids. It would also incentivize women to be as picky as men must be on who they have kids with. And it would incentivize couples to stay together and pick better partners to guarantee the happening.
