Well they still control, much in the same was as someone on welfare or using a flexible spending does. They still get the money, and they still determine what it may be used for, however as with those programs it may only be used for certain things. Funny, don't women have the option to drag men back to court if they don't pay? The this balances the scales. Men get the security of knowing that the money they work hard for, earn goes towards the support of the children they value and women get the comfort of knowing that money will be there. Funny, you're choosing awfully gender specific terms. I think you have an agenda. But you did hit the nail on the head, "As long as the kids are properly housed, clothed, fed and cared for" when that DOESN'T occur, there needs to be a recourse, hence why CS needs to be accountable As for the judge and arbiter, there actually are judges already... they just need a law to enforce and this would be that.

Who's saying they shouldn't have a home, food, clothing etc? However, child support isn't mean to provide 100% of those things as well the custodial parent needs to be funding them as well. Funny, if there are steep legal penalties for not paying CS.. then there should be accountability for when it goes to beer, elective surgeries, dating, and other activities that have nothing to do with supporting the child. The sum total of all the receipts to equal or exceed the amount of child support being provided AND be relevant to supporting the child, it's pretty straightforward. There should be no abuse, no pattern of abuse and there should be penalties for abuse. And bars give receipts

While I can't address #1 I can say for #2 that those are fine uses of Child Support, what we're prevent is abuse - so if receipts come in from a bar, for plastic surgery (not for the child), for those events when the kids don't have proper clothes and there's no justifiable reason I don't recall where custodial parents are supposed to use "child support" for themselves. Ummm, barring the fact that one shouldn't be "living" off Child Support as that's not it's purpose. It's purpose to go towards things specifically for the child. I was thinking more, "keep the receipts and present them monthly" After all Child Support is taken out monthly, it should be a minor inconvenience to actually show what you spent it on. Even if the rest of it goes to a college fund, at least it's being spent on the kids

Ummm, I don't see why there's a problem with forcing the woman to divulge who the real father is. I mean short of rape, she should probably know who she willingly slept with. Worse, if the child isn't the "fathers" then forcing him to suffer an economic loss, is fraud.
