Oh I feel you. The amount of diversity hire engineers I deal with on a daily basis that dont know what they're talking about/you can barely understand them is astounding. On one of my sites the lead engineer has everything marked in Chinese... needless to say I spend more time speaking toddler English to him than anything else...

Depends on the trade and sector. For the most part the hack job workers are limited to residential clients, these are mostly glorified handymen without much technical training, but can potentially save you in a pinch. The real money for us licensed and bonded contractors are municipal, commercial and industrial contracts/jobs.
