I can't camp out in a court house just because I technically pay for it with my tax dollars...which incidentally the homeless don't contribute to at all. You're absolutely right, but the point goes further. The places that make homelessness "comfortable", either due to mild weather or generous local handouts, generally encourage more homelessness, and places that make it harder encourage people to work harder to stop from becoming homeless. Homeless don't own public property, and they have no more right to camp out there than anyone else.
