You can't "put someone in cryogenic sleep from 12 to 28", the entire point of cryogenics is that all biological processes are halted. You don't age. All that would be achieved is shifting all male generations 16 years - which, given that they'd have terrible upbringing, and often dead parents, would result in even worse crime rates. I absolutely despise how when there's any acknowledgement of issues affecting men, it's always framed as 'especially affecting gay / trans/ non-binary men'.
