I never understood how leagues worked if i judge a womans attractiveness, and you do the same, our ratings will correlated somewhat. if enough people rate, we will get some kind of probability density function. the maximum value of this function will be different for different women. you can map it onto a percentile-list. women who are rated higher tend to date men who are rated higher. not always, but there is a tendency. this is what is meant by leagues.
